HRPC’s Initiative on Prisoners’ Rights, Former Law Officer of Tihar Jail Mr. Sunil Kumar Gupta to Address the Webinar

The Human Rights Protection Cell (HRPC) has announced the organization of Webinar No. 201 on the topic “Prison Reforms and Prisoners’ Rights” with the objective of strengthening human rights awareness. The webinar will be held on Friday, 13 February 2026, from 08:00 PM to 09:00 PM, through the online platform JioMeet.
The webinar will be addressed by Mr. Sunil Kumar Gupta, former Law Officer of Tihar Jail and currently the National Legal Advisor, HRPC, as the Chief Speaker. During his address, he will elaborate on the need for prison reforms, the constitutional rights of prisoners, and the legal provisions available under the Protection of Human Rights Act, 1993.
Under Articles 14, 19, and 21 of the Indian Constitution, every individual is entitled to equality, liberty, life, and dignity, and these rights extend to persons in custody as well. However, violations of prisoners’ rights continue to be a serious concern in practice. In this context, HRPC’s webinar aims to provide legal awareness, guidance, and practical solutions.
The webinar will also include discussions on the condition of undertrial prisoners, special rights of women and juvenile inmates, health and hygiene in prisons, availability of free legal aid, and the procedure for filing complaints related to human rights violations. Participants will also be informed about important judgments of the Supreme Court and High Courts concerning prison reforms.
HRPC believes that prison reform is not merely an administrative matter but a humanitarian, social, and constitutional responsibility. Strengthening the reformative justice system plays a vital role in rehabilitation of prisoners, ensuring transparency in the justice system, and bringing positive change in society.
HRPC has appealed to lawyers, law students, human rights activists, social organizations, administrative officers, and aware citizens to participate in the webinar in large numbers and contribute towards the protection of human dignity, justice, and constitutional values.
